What this can change
The packet makes one argument: your assessed value should be lower. That is the number the appeal is about.
This is not a promise that your tax bill will be lower. A lower assessment is not the same thing as a lower bill.
If the assessment would not go down, the $150 comes back.
You pay $150 before the packet is prepared. If the assessment would not go down, that $150 is refunded automatically. Postage is separate, and you choose it only after you sign.
